Only the theme is the same, you are a small time crook, looking for a break that will get you into the big time. The game is set in a vast, slightly futuristic city, where the Police force have become a paramilitary force and the city is controlled by a number of vicious organized crime gangs.
The entire city 'lives'. Hundreds of thousands of people live in the city. You will see them on the street, going about their business - shopping, working, taking a stroll in the park. The streets also swarm with hundreds of different vehicles - cars, trucks, buses, cabs, articulated lorries of all descriptions, all driving through the city. The emergency services work. There are railroads stations, docks and subways - all of which work realistically.
The player is free do absolutely ANYTHING they want, when they want. You can steal every single car in the game. You can go ANYWHERE in the game. You can machine gun people in the street, have your car rigged with explosives or respray it to avoid the attention of the Police. Trains can be hijacked and taken for a ride through the city, hidden missions give you nasty weapons and encourage you to kill or maim as many people as possible in a given time. Stolen cars can be sold for cash, religious groups persecuted and trains hijacked
